This figure is part of the Muta Force sub-line, a wave that features the Teenage Mutant Ninja Turtles inside Japanese "mecha"-style exoskeletons.
The turtle figures in this line are slightly smaller than usual so they can fit inside the armor.
This wave was one of the last released in the TMNT vintage collection and is quite hard to find, especially complete, since the robot-armor sets include numerous pieces.
