The Clark Kent figure was part of a free promotion included with many figures from the first two waves of the Super Powers collection.
Purchasers of the figures could send five proofs of purchase of these figures to the toy company KENNER, which would then mail them the Clark Kent figure in a white box and a plastic bag.
This figure was also supposed to be part of the fourth wave of the collection, but it never made it to market.
Clark Kent, better known for his superhero persona Superman, is the name he uses to pass himself off as human and thus hide his superpowers. Superman pretends to be just another reporter with glasses.
