Cutter (v1) is a vintage G.I. Joe action figure initially released in 1984 as part of the third series. This particular action figure was exclusively bundled with the G.I. Joe Hovercraft, known by its codename W.H.A.L.E. The Cutter figure and its accompanying vehicle remained available in the G.I. Joe collection through 1985 before being discontinued in 1986.
Although the shirt of this figure should be light blue, the passage of time and the poor-quality pigments have caused the color to fade. As a result, it is common to see this figure with a discolored shirt that has shifted toward a light green.
